Currently, the discussion on the 8th Pay Commission and the changes in the salary of central employees under it is in full swing. Everyone is talking about the benefits available under this commission. Meanwhile, some people are also considering in terms of DA and DR. Some believe that DA and DR will be affected in the new pay commission, while others do not agree with this. In this article we will try to know whether there is any special provision for DA and DR or it will be implemented only with the basic salary. How DA and DR are determined When the new pay commission is implemented, the salary is determined on the basis of the fitment factor. Dearness Allowance (DA) and Dearness Relief (DR) are not included in this process. The government combines it with the increase in inflation as per the recommendations of the Pay Commission. It is revised once every six months.
Provisions related to DA and DR When the Fifth Pay Commission was implemented in India, it was determined that if DA and DR exceed 50 percent, it would be added to the basic salary. This was a special provision. But in the Sixth and Seventh Pay Commission, it was separated from the basic salary. Current status of DA The central government had increased the dearness allowance by 4 percent to 50 percent of the basic salary on March 6, 2024. However, in October it was revised and increased by another 3 percent. Thus, currently DA is 53 percent.
Impact on DA and DR in 8th Pay Commission It is known to all that the rate of DA and DR in the 7th Pay Commission is more than 50 percent. Thus, a significant part of the salary is derived from DA and DR. Some experts believe that if the 8th Pay Commission is implemented on the basis of 2.90 fitment factor, then the salary may increase significantly. In this situation, there is a possibility of reduction in DA and DR. However, no official information has been given on this subject yet. The Commission will submit its report by 2026, after which it will be clear on which fitment factor the government determines the salary and what will be the rates of DA and DR.
