Comprehensive transfer policy – exemption from 5 years condition

Kind attention is invited to the minutes of NFIR’s PNM agenda item No. 18/2016 and Railway Board’s references cited above.

Railway Board have since issued instructions granting exemption from the condition of minimum 5 years service for transfer in the following situations:-

(a) Transfers sought on mutual exchange basis,
(b) Transfers sought on spouse ground,
(c) Railway servants who are care-givers to a disabled child and
(d) Physically handicapped Railway servants.

In this connection, NFIR brings to the notice of the Railway Board that the former Defence Forces personnel who joined Railways through recruitment process are also facing serious hardships as their places of working are far away from the places of their residence consequently many such staffare away from their families. Exemption from the condition of minimum of 5 years service for request transfers in the case of former Defence Forces personnel joined Railways has however been not covered in Board’s letter dated 1Oth Feb 2017.

NFIR wants the Railway Board to appreciate that the Defence Forces personnel served the Nation for decades without family life. After their retirement, they joined Railways through RRCs/RRBs. These employees are away from their families and children even now, facing language, food problems besides continued separation. Their case also deserves to be considered for exemption from the condition of minimum 5 years service to enable them to go nearer to their place
of residence on request transfer.

NFIR, therefore, requests the Railway Board to consider the case and glant exemption from the condition of 05 years as a special case in the case of former defence forces personnel employed in railways.
